E-Library

As states begin or continue their UI IT System Modernization projects for UI Benefits and/or Tax, it makes sense for them to leverage information and lessons learned from other states’ modernization efforts. The E-Library is a repository of UI IT System Modernization project documents created to promote the sharing of information, data, best practices, and lessons learned.

  • The E-Library includes:
    • High level project information (e.g., cost, schedule, technologies used, identification of development and IV&V vendor(s), and other information)
    • Project documents and artifacts spanning the full range of the Development Life Cycle (e.g., Feasibility Studies, Cost Benefits Analysis, RFI/RFP, Requirements Definitions, Design and Development Artifacts and Source Code, Best Practices and Lessons Learned)
  • Access to the E-Library is restricted to ITSC website registered members who are employees of a state Workforce Agency or USDOL staff. Only documents that states have submitted to ITSC for posting on the website are included in E-Library. Please note that some documents in the E-Library are in draft form and have not been through a state’s final editing process. These documents are included in the E-Library in draft form because they contain useful content and information.
  • The ITSC encourages states to submit information/documents/lessons learned to include in the E-Library. An RFP, Statement of Work or Project Requirements Document, for example, will provide time savings and other value to staff beginning to write their own state project documents.
  • The E-Library has grown with the addition of a large number of documents, specifically in the area of “Use Cases”. To streamline access to these documents and improve searches, a structural reorganization of the site has been created. The new E-Library site contains the same Use Cases as the previous E-Library, but the Use Cases have been re-categorized to facilitate easier access to desired documents.
